Background
The British Council is seeking two qualified consultants to support the enhancement of digital competence assessments for Grade 4 students in Serbia in support to the Institute for Quality in Education (ZVKOV). Building on prior national assessments of students' digital skills, the selected consultants will review existing instruments and develop new scenario-based task batteries in the following domains:
- Digital Society
- Safe and Responsible Use of Digital Technologies
- Computational Thinking (Algorithmic Reasoning)
Scope of Work
Selected consultants will:
- Review and improve existing online assessment tools
- Develop three new batteries of multiple-choice tasks (10 per battery), aligned with national curriculum outcomes
- Integrate age-appropriate scenarios and multimedia elements
- Provide scoring rubrics/logics and recommendations for online implementation

Eligibility Criteria
- Advanced degree in education, educational technology, computer science, mathematics, statistics, psychology, or related field
- Experience in curriculum-aligned assessment design, preferably related to digital competences
- Knowledge of the Serbian education system and curriculum for primary students
- Familiarity with Serbian Digital Competence Framework for teachers (e.g. Framework of Digital Competences – Teacher for the Digital Age 2023)
- Experience with online testing platforms and assessment automation
- Strong analytical and communication skills
- Fluency in English and Serbian
